Chuck’s introduction to Scouting was when he joined Pack 440 in 1958, in Owings Mills, Maryland. He earned his Arrow of Light and bridged to Troop 440 in 1961, also in Ownings Mill, Maryland. From this auspicious beginning Chuck moved on to be a Troop 440 Explorer from 1965 to 1968 and joined Explorer Post 289 in 1964. During his tenure as a Scout and Explorer Chuck served many roles; Lifeguard, Camp staff, attended the Jamboree in 1964 and most intriguing, served as a Ship Army Newspaper staff for the Scouts in 1966 where he traveled to and from Europe on Army Troop ships.

Chuck earned his Eagle Scout in 1965 and immediately went on to serve in a volunteer role from 1966 to this present day. If there is a role in Scouting outside of the professionals that come to mind, then Chuck wore that hat here in the Heart of Virginia Council, as the council is known today.

Chuck helped organize and found Troop 706 in Montpelier in 1983 after serving as Assistant Scoutmaster for Troop 700 in Ashland. For the next four decades Chuck supported Troop 706 and until this past June, Troop 709 boys and girls as Eagle Coach, Den Leader, Chartered Organization Representative, Committee Member, and Advancement Chair for the Council. The number of Eagle Scouts that can be associated with Chuck are too numerous to count though Chuck himself has coached over 80 Eagle Scouts during his tenure in Scouting.

At the Council level Chuck has spent those same decades volunteering, running, and providing leadership to many Chuck Wagon and Klondike Derby’s, Merit badge counseling, District training, Silver Beaver committee, Adams Award selection committee, Camp program staff, and several stints at National Jamborees. To say that Chuck wore many hats in Scouting is truly an understatement that we cannot enumerate here due to our four-hour time constraint. Chuck has received over 25 Scouting awards, from training awards as a Cub and Troop leader, to District awards, the Councils Silver Beaver in 1988, James E West
Fellowship, numerous religious awards, God and Service, Torch award from Va Conference UMC, and Life Member United Methodist Scouters among a few. He has also been honored with the NOESA and NESA awards.

There is no one more deserving to be designated the 2025 Eagle Scout Class Honoree than Chuck Sullivan.
