Charlotte Pemberton to be Honored with the Distinguished Commissioner Service Award

The Heart of Virginia Council is proud to announce that Charlotte Pemberton has been selected to receive the prestigious Distinguished Commissioner Service Award in recognition of her outstanding service to Scouting.
For more than 16 years, Charlotte has been a steadfast leader and advocate for Scouting, serving in various commissioner roles across the council. She began her journey as a Unit Commissioner (2008-2013), where she demonstrated her unwavering dedication to mentoring and supporting local units. She then went on to serve as an Assistant Roundtable Commissioner (2010-2013) and as Assistant District Commissioner for the Cardinal, now James River District (2016-2024). In 2022, Charlotte assumed the role of Heart of Virginia Council Commissioner, where she completed a distinguished two-year term before stepping into her current position as James River District Commissioner in July 2024.
Throughout every role she has held, Charlotte has exemplified the core values of a commissioner: providing leadership, encouragement, and guidance to unit leaders and ensuring that each unit thrives. She currently serves as Unit Commissioner for Pack 706, Pack 736, Troop 720b, Troop 735b, Troop 736g, and Troop 763b, maintaining close ties to each of her assigned units and fostering growth and sustainability within them.
Charlotte’s tireless dedication and passion for Scouting have left an indelible mark on the Heart of Virginia Council and the many units she has served. Her selection for this award is a testament to her enduring commitment and remarkable contributions.
