Now in it’s second year, Journey to Excellence is the BSA’s performance recognition program designed to encourage and reward success and measure the performance of our units, districts, and councils.
The quality criteria were developed by a task force studying BSA data and survey results from a diverse group of unit, district and council level volunteers and professionals. This state of the art methodology known as the Balanced Score Card is in alignment with the National Strategic Plan and focuses on key drivers of unit success.

In addition to achieving Journey to Excellence designation at one of the JTE award levels (Bronze, Silver, and Gold), additional metrics specific to the Heart of Virginia are defined for Packs, Troops, Crews and Districts. These focus on:
- Participation in the Annual Scouting for Food Service Project
- Support of the Annual Popcorn sale for the HOV Council
- Participation in the Annual Friends of Scouting campaign
- Use and attendance at the HOV Council’s long-term camping facilities
